1. Introduction

1.1 The Blackstock Market Parking Protection Promise (“the Scheme”) is an initiative provided by Blackstock Market to reimburse or cover the cost of eligible Liverpool City Council parking fines received on non-event days for Bramley-Moore Stadium while attending an event at Blackstock Market.

1.2 By submitting a claim under this Scheme, you acknowledge and agree to these Terms and Conditions.

2. Compliance with Parking Regulations

2.1 This initiative is intended to assist visitors in addressing unfair parking fines and does not encourage, endorse, or condone illegal or improper parking.

2.2 Visitors remain fully responsible for ensuring they park legally and in accordance with Liverpool City Council parking regulations.

3. Eligibility

3.1 To qualify for the Scheme, the following criteria must be met:

The fine must have been issued by Liverpool City Council.

The fine must have been incurred on a non-event day for Bramley-Moore Stadium.

The vehicle must have been parked in a legal space (exclusions apply).

The vehicle must have been parked within a 10-minute walk of Blackstock Market.

The visitor must have attended an event at Blackstock Market, including but not limited to Family Fundays.

The fine must have been issued during the event times attended.

The claimant must provide valid proof of attendance, which may include:

A valid event ticket.

A receipt from a food trader or vendor at Blackstock Market.

Any other proof of purchase made within Blackstock Market.

The claim must be submitted within 48 hours of receiving the fine.

4. Exclusions

4.1 The Scheme does not cover the following types of fines:

Fines incurred for parking on:

Double yellow lines.

White lines.

Resident permit parking bays (without a valid permit).

Disabled bays (without a valid permit).

Private property or restricted areas.

Fines issued on Bramley-Moore Stadium event days.

Fines issued before or after the designated event hours.

Fines issued outside a 10-minute walking distance from Blackstock Market.

Fines issued by private parking companies or non-council authorities.

Fines that are not submitted within 48 hours of being issued.

Fines claimed by individuals who have already claimed within the Scheme’s limits (see Section 6).

5. Claim Process

5.1 To submit a claim, you must:

Email contact@blackstockmarket.co.uk with:

A photo or scan of the parking fine.

Proof of attendance at Blackstock Market during the event in question.

Your full name and contact details.

5.2 Blackstock Market reserves the right to request additional information to verify the claim.

5.3 Claims will be reviewed and processed as soon as possible, with a decision communicated via email.

6. Payment Process

6.1 If your claim is approved, Blackstock Market will either:

Reimburse you directly for the fine amount via bank transfer or another agreed method, or

Pay the fine directly to Liverpool City Council on your behalf.

6.2 Payment will only be made for the amount stated on the fine and will not cover:

Any additional charges, late fees, or penalties if the fine is not paid on time.

7. Claim Limitations

7.1 Each individual can claim a maximum of one fine per event.

7.2 Blackstock Market reserves the right to reject multiple claims from the same individual if it appears the Scheme is being misused.

8. Scheme Misuse & Fraud Prevention

8.1 Blackstock Market reserves the right to refuse claims if:

The claim contains false or misleading information.

There is evidence of intentional misuse of the Scheme.

The claimant has engaged in repeated or excessive claims that do not align with the Scheme’s intended purpose.

8.2 Any suspected fraudulent activity may be reported to relevant authorities.

9. Liability & Legal Considerations

9.1 The Scheme is a voluntary initiative and does not create any legal obligation on the part of Blackstock Market to pay fines beyond the conditions set out herein.

9.2 Blackstock Market accepts no liability for:

Further enforcement action taken by Liverpool City Council if a fine is contested, escalated, or remains unpaid due to issues outside Blackstock Market’s control.

9.3 The Scheme does not encourage illegal or irresponsible parking. Visitors remain fully responsible for ensuring they park legally and in compliance with local parking regulations.

10. Scheme Availability & Amendments

10.1 Blackstock Market reserves the right to withdraw, modify, or suspend the Scheme at any time without prior notice.

10.2 Any changes to the Scheme will be communicated via the Blackstock Market website and social media channels.

Parking Protection Promise – Important Notice

Blackstock Market is offering to cover Liverpool City Council parking fines for visitors attending our events on non-event days for Bramley-Moore Stadium.

Proof of attendance required (event ticket, receipt, or proof of purchase).

Only valid during event hours – fines issued outside these times will not be covered.

Claims must be submitted within 48 hours of receiving the fine.

Illegal parking is not covered (double yellow lines, white lines, resident permit bays, private land, etc.).

Private parking fines are not covered.

Parking must be within a 10-minute walking distance of Blackstock Market.
